Hi Elton, There have been new rules implemented concerning ingredient listing on products. I don't think much, if anything, has changed for the Numbuzin No.1 toner. First, the 93% number was misleading on the old INCI list. It made it sound like the bottle contents were 93% Centella when it actually meant that the Centella they used was a 93% strength. Second, you're now seeing water as the first ingredient. I'm pretty sure water has always been the most prevalent ingredient. The new rules now make manufacturers list ingredients in order of the amount they're contained in the product. I think these are new regulations in Korea. I don't know if other countries have adopted them. They conform more closely to what we're used to in the US. You can find more complete information by googling or searching YouTube. Personally, I haven't noticed any difference in the newer bottle I purchased compared to the first one I purchased with the old INCI list. Hope this helped! : )

i love this toner!!! i have oily/combo skin, it actually cleared my skin and its really moisturizing and soothing. i used to use the anua one and i dont really think it did anything??
this is my fav toner ever and one of the best toners imo.

Upon first purchase last year this toner has quickly became a staple in my skincare routine. it quickly soothes redness and helps prevents breakouts. But on my third repurchase after inspecting the packaging I noticed that the ingredients have been altered. Compared to the one I purchased four months ago, centella asiatica has dropped from the first ingredient to eighth with water now being first. Additionally any mention of "93% centella" has been removed plus some shifts in the concentrations of ingredients. However, other than a small change in smell I havent noticed any large difference in quality yet but it would be great if the ingredients would be updated to reflect the new change.
